Bushra Mahnoor, the founder of period education and welfare organization Mahwari Justice, has been named the recipient of the Commonwealth Youth Award for Asia.

The award recognizes young people whose work has contributed meaningfully to development within their region. Winners are selected annually from each of five participating geographical regions across the Commonwealth.

Mahnoor becomes the fourth Pakistani to receive the honor and only the second Pakistani woman to do so. Her win comes six years after Pakistan last claimed the award, according to a press release from Mahwari Justice.

One of the five regional winners is additionally named Young Person of the Year. For 2026, that distinction went to Ugandan solar-energy entrepreneur Shifra Ainomugisha, who will receive a £5,000 grant.

Origins and Growth of Mahwari Justice

Mahwari Justice was founded in 2022 in response to devastating floods in Pakistan. The organization initially focused on distributing feminine hygiene kits to flood-affected communities.

Since then, its mission has expanded into broader menstrual health education and advocacy. Mahnoor led the development of a disability-inclusive guide on menstruation, which has since been translated into braille. A sign-language version of the guide is currently in production.

Advocacy Against the Period Tax

Mahnoor was also a leading voice in the campaign to remove taxes on feminine hygiene products, helping mobilize 10,000 signatures in support of the cause.

That advocacy, alongside efforts from legal activists Mahnoor Omer and Alisha Shabbir, contributed to a policy change earlier this month: the withdrawal of taxes on feminine hygiene products as part of Pakistan's Federal Budget 2026-27.
